5. CCTV and Audio Recording

 

Purpose of recording

 

CCTV and audio recording in designated teaching rooms is principally a child protection and safeguarding measure.

 

It may also provide an objective evidential record where a serious safeguarding concern, allegation of inappropriate verbal or physical conduct, serious incident, complaint, police matter or legal matter requires investigation.

 

What the system is not used for

 

Bishopbriggs School of Music does not use teaching-room recordings for:

 

* Routine lesson observation

* Routine teacher grading

* General staff-performance monitoring

* Informal supervision

* Routine listening to lessons

* Live listening to teaching-room audio

 

There is no routine live listening to teaching-room audio, and recordings are not routinely watched or listened to.

 

Access to recordings

 

Access to recordings is restricted to authorised personnel.

 

A recording should only be accessed where there is a sufficiently serious and documented reason, and where access is necessary and proportionate to the matter being considered.

 

Access should be appropriately recorded in the CCTV/Audio Access & Disclosure Log. Personal copies must not be made and recordings must not be transferred to personal devices.

 

Retention

 

Routine CCTV and audio recordings are normally retained for no more than 30 days and are then automatically deleted or overwritten.

 

Where a recording is relevant to an active safeguarding concern, serious complaint, police matter, legal matter or another legitimate purpose, relevant footage may be preserved for longer where necessary.

 

Preserved recordings will not be retained indefinitely. Bishopbriggs School of Music will document the reason for preservation, the scope of the material retained, the responsible custodian and the eventual deletion or disclosure decision.

 

Safeguarding takes priority

 

The existence of CCTV or audio recordings must never delay safeguarding action.

 

Staff must not delay reporting a concern while attempting to locate or review footage, investigate the matter themselves, or repeatedly question a child because a recording may exist.

 

Where appropriate, authorised personnel will arrange for relevant footage to be preserved while Bishopbriggs School of Music follows its safeguarding procedures.

Retention decisions will be proportionate to the circumstances.
